Land development
Land development can be successful only if we know the interests and capacities of all stakeholders, the characteristics of space and real estate, the aims, which must be well-defined and measurable, and the successful coordination of processes. On the one hand, this includes the procedure management of the preparation and approval of spatial planning documents and building permits; on the other hand, the coordination between the owner and the investor is needed for the purpose of land and capital acquisition. Such large projects are usually carried out by state authorities or big infrastructure companies on the territory of the entire state or region (for example, power transmission lines, roads, schools, military barracks, wireless telephone base stations, etc.). Another typical example is the land development in a limited, usually local area which has to be regulated for the investment needs (for example, a business park, residential area, sports park, etc.). The complexity of such projects usually increases due to protection of agricultural land, which, in conditions of low population growth and amortised building stock, dictates the renewal and utilisation of the existing land and infrastructure. Stakeholders usually do not have enough experience and knowledge for proper management, as well as human resources to perform all operational tasks and professionally carry out all aspects of such an interdisciplinary project. Our experience is that, in land development, at the very beginning the actual state and potential of space, parcels, buildings and infrastructure must be precisely defined; aims must be set; stakeholders and all other interested parties must be identified; and the entire process must be carefully planned, both financially and organisationally. For the management and coordination needs, it is best to set up a project as a temporary way of work which guarantees the necessary flexibility of implementation and does not hinder the regular tasks of participants. Project management staff is appointed and a project office is set up which offers informational, consulting and operational support to the management and other participants in the project.
